    In a just-released study (April, 1992) entitled "Business Intellectual Property Protection" by MO-SCI Corporation, Missouri, under contract to the U.S. Small Business Administration, a random sampling of 376 firms in the "Corporate Technology Directory" were asked as part of an in-depth survey whether they were "for" or "against" the patent system change from "First-to-Invent" to "First-to-File".

      66% were "AGAINST" the first-to-file system change

      20% were "for" the change



      LARGE BUSINESSES:(over 500 employees)

      47% were "AGAINST" the first-to-file system change

      41% were "for" the change
